Abstract :

The Ministère de l’Éducation du Québec (Canada) has the mandate to develop and propose education-related policies. To this effect, the report Results on the June 2002 Uniform Ministry Examinations by School Board and by Educational Institution for the Public and Private School Systems and Graduation Rates by School Board was released in 2003.

The purpose of this report was to provide school organizations and the general population with the results of uniform examinations obtained by various schools and school boards. The purpose of these examinations was to allow certification of studies and assessment of prerequisite subjects for certain college programs. Uniform examinations were administered to primary and secondary students. In secondary 4 and 5, the assessed subjects were mathematics, physical sciences, history of Quebec and Canada, French and English.

This report presents the average results of the various examinations by region, school board, school, and public and private education sectors. Graduation rates are provided using the same criteria. Gender and language of instruction were also compared. Providing such information to public and private education organizations enables them to conduct a temporal assessment of their educational activities and diagnose respective strengths and weaknesses.

A look at the results by examination topic for secondary 4 and 5 reveals higher scores and achievement rates for each of the nine examinations in the private sector compared with the public sector.

However, these findings must be analyzed with caution, as school environment, along with the characteristics of public and private schools and that of each school population are important factors to be considered when interpreting the results, especially because private schools tend to select the top students.
