Abstract :

The document entitled Gender-Sensitive Education Statistics and Indicators: A Practical Guide published by UNESCO in 1997 is a practical guide created to develop and systematize international indicators of academic achievement on the basis of gender.

It is mainly intended for personnel working in education ministries and national statistics institutes, policy makers, and educational program administrators and directors.

Using data from the UNESCO Institute for Statistics and sorted by area and country, the guide describes some of the best practices for presenting and analyzing indicators of gender disparity with respect to literacy and schooling. It then outlines the basic principles for collecting data and establishing valid indicators, as well as the main factors affecting gender equality. Finally, the document analyzes the implications and comparative advantages of various methods of calculating and presenting gender disparities. Several more specific disparity indicators are discussed, such as data on illiteracy, gender disparities with respect to schooling, and correlation between education and other socioeconomic factors.

Two of the measurements taken into account, namely the gross enrolment rates by gender and gender disparities by area, were used to describe the status of primary and secondary school education in the world in 1992. Significant gaps among countries are underscored. For instance, in developing countries, the widest gender gap was found in Southern Asia, Arab countries, and Sub Saharan Africa. For secondary school attendance, data gathered from the Latin American/Caribbean area as well as developed countries have shown that women were at a disadvantage in these parts of the world. Finally, the pertinence of using various graphics to better illustrate existing gaps is demonstrated.
