Abstract :

This book provides guidance and support for the assessment and use of state measures; this guide could apply to educational policies. It is the first part of a research study subsidized by the Swiss National Science Foundation as part of the national research program (PNR 27).

Steps to Successful Assessment
The first part deals with the six steps involved in performing an assessment, defining the problem, and making the most of assessment results:
1) Defining the problem;
2) Identifying the environment and questions;
3) Inviting tenders and awarding the contract;
4) Assisting with the evaluation;
5) Making optimal use of assessment outcomes; and
6) Making arrangements for the effectiveness of measures to be better apprehended in the future.
These steps help readers identify the problem and define the research question with due consideration for the context of the problem.

What does assessment mean?
The second part defines the concept of assessment, but also deals with what can be assessed. In addition, assessment costs, duration and criteria are addressed in this part.

What research strategies and methods does assessment use?
In the third part, the author first deals with assessment strategies, going over the strategies for descriptive, normative and causal questions. Secondly, he discusses research techniques and data analysis. He uses a case study as an example.

The guide includes an appendix that explains the main concepts so that readers can find their way around the methodological jargon. It also includes a glossary of these main concepts, translated into four languages.
