Abstract :

The ministère de l’Éducation du Québec (Canada) releases Education Statistics Bulletins to present regional, national and international data on education and school systems along with relevant analyses.

The Bulletin The Concepts of Permanent School Leaving and Dropping Out, released in March 2003, clarifies the meaning and operationalization of the concepts of dropping out, permanent school leaving and completion rate. The presentation of the methods used to assess these concepts helps to understand better and interpret these three notions. In addition, their definition enables to identify the most pertinent concept according to circumstances or questions raised.

Specifically, completion rate is a measure of the proportion of Quebec’s general population who would obtain a diploma if the situation observed in a particular school system of a given year continued indefinitely. It is one of the most important indicators for assessing achievement at the secondary level.

Dropout rate corresponds to the proportion of the population of a given age that does not attend school and does not hold a secondary school diploma. It is the most relevant, reliable indicator for global research (province or administrative regions).

Permanent school leaving corresponds to the proportion of population who would never obtain a diploma if the situation observed in a particular school system of a given year continued indefinitely. It is a relevant indicator for local analyses (school boards or schools). These concepts are illustrated by Quebec and Canadian data.
